Most effective in the way that the ice contrasts with what should be a warm, cuddly place, heightening the sense of cold.

Weather.com says that it is currently -7°C (Feels Like -16°C). That’s 19°F (Feels Like 4°F) for the metric impaired.

And yes, I have had lenses get really cold and get a “frost point” in the centre. I’m sure there is also a temp at which camera electronics freeze up but even with mechanical cameras you notice that the lubricant in lens and such gets a bit sluggish when it’s really cold.
